Path to Closure
Most sites are already in some stage of environmental remediation, or the responsible party (PRP) has documented conditions through a state voluntary cleanup program or a consent order. Often, asbestos abatement and other interventions have already begun.
REFRAME Development compiles all available data and delivers a complete remedial, abatement, and demolition plan inclusive of detailed costs and a realistic timeline.
We also address critical concerns for owners such as bonding, insurance, and personal guarantees. But the only true guarantee is closure: final remediation and regulatory sign-off that ensures the property will never come back as a liability.

Public Incentives Shared Benefit
We work in close partnership with owners to identify and secure applicable remedial grants, tax credits, historic preservation incentives, and other public funding opportunities.
While our team takes responsibility for qualifying and performing under these programs, owners may share in the value of secured funding at closing.
Cities, counties, and states have a vested interest in seeing underutilized properties repositioned.

Beyond our industry-leading team and strict milestone-driven execution schedule, REFRAME backs every project with a best-in-class bonding program and Pollution Legal Liability (PLL) insurance policy, creating layered protection for both known and unknown risks.
The bond covers the known environmental conditions. If, for any reason, REFRAME fails to execute on the agreed-upon remedial plan, the bond provides a clear mechanism to fund and complete the cleanup the owner expected.
The PLL policy addresses the unknown conditions. After decades of operation, most owners have performed various levels of environmental testing. REFRAME builds on that data with our own site review, identifying any gaps and aligning on a clear path to closure. We work with underwriters who independently validate our findings, and insure against the unexpected.
This level of coverage and protection can only be achieved through true transparency. Owners want to walk away from these properties with certainty. REFRAME is ready to take the keys and immediately begin environmental closure, abatement, and demolition, all in preparation for vertical redevelopment.

Redevelopment is the Endgame
REFRAME Development does not profit from contracting. Our returns are driven by the successful redevelopment of these properties, not from cleanup fees.
This alignment of incentives ensures that our motivation is squarely focused on repositioning & redeveloping the site. Not just cleaning it up, but preparing it for new life and long-term community value.
In fact, sellers receive market value at closing for a property that is still years away from being fully cleaned up. That upfront value is only made possible by REFRAME's ability, and obligation, to execute. Not just on remediation, but on redevelopment.
